Leadership

Candi Chitty Candace Chitty, RN, MBA, CPHQ, PCMH-CCE, is President and CEO of Quality First Healthcare Consulting, Inc. (QFHC) and Chief Operating Officer for Quality First Management Solutions, Inc. (QFMS).  Through her leadership consultants provide operations management consulting services across the US delivering effective results to organizations seeking to improve the quality of health care they deliver by making improvements in coordinating the care and utilization of services, population health management, document management, outcomes measurement and reporting.

Candi brings over 32 years of experience to our healthcare industry.  Ms. Chitty holds a Masters Degree in Business Administration in Health Care Management, a Bachelors’ degree in Nursing, and a National Certification in Healthcare Quality (CPHQ). 

She is a member of the Case Management Society of America, (CMSA), Medical Group Management Association (MGMA),  the National Association of Community Health Centers (NACHC), and the Patient-Centered Primary Care Collaborative (PCPCC).

Starting her consulting business in 2001 with a focus on NCQA accreditation project management, she has expanded her management consulting to include health plans, physician groups, hospital systems, community health centers, state and federal funded health care programs, pilots and demonstration projects, and HIT companies.  In 2009 she and her business partner formed Quality First Management Solutions, Inc, a sister company to QFHC.  QFMS has developed a modular online compliance management application called PolicyPLUS.  PolicyPLUS has document management, credentialing management, and quality management modules.

She is accomplished in the NCQA survey review process having been involved since 1998 in NCQA survey preparation management.  She is an independent NCQA surveyor for NCQA’s Health Plan Accreditation, Patient-Centered Medical Home, and Credentialing Vendor Organization products.  Candace is a NCQA PCMH Certified Content Expert (PCMH-CCE)

Candace brings extensive knowledge in FQHC operations and is contracted to provide technical assistance operational assessments and FTCA deeming application review for HRSA.

Other key accomplishments include:

  • Developed and successfully implemented Emergency Department Diversion Programs in three states by building collaborating partnerships between hospital systems and community health centers.
  • Lead designer of rule-based care management software for the leading provider of software solutions for collaborative care management.
  • Developed the on-line advanced technical certificate (ATC) in Case Management for the largest community college in the United States.
  • Developed a risk based integrated population health program model deployed to Physician Hospital Organizations (PHOs) and self-insured employer groups.
  • Lead designer of PolicyPLUS™, an online compliance management software application featuring document, credentialing, and quality management capabilities.

Randy Chitty

Randal F. (Randy) Chitty is Vice President, COO, and co-founder of Quality First Healthcare Consulting, Inc. (QFHC) and President, CEO, and co-founder of Quality First Management Solutions, Inc. (QFMS).  Mr. Chitty is a pioneering, resourceful executive with over 30 years of hands-on experience with Fortune 500 companies.

Mr. Chitty holds a BA in Finance from the University of South Florida's College of Business Administration.  Mr. Chitty was instrumental in the development, internal growth, and success of a company in the energy sector that sold in 2012 for $1billion.  He has demonstrated the ability to listen to the client, identify their needs, and develop effective solutions that meet their goals and budget.  His ability to build trust and respect, and deliver outstanding solutions for each client is the hallmark of QFHC.

Bonni Van

Bonni Van, RN, MBA, PCMH CCE, is a Senior Associate Consultant at QFHC. She brings over 20 years’ experience to our healthcare industry. Ms. Van holds a Master’s Degree in Business Administration in Health Care Management, and a Bachelors’ degree in Nursing.

Ms. Van is a PCMH reviewer with NCQA and held positions with health plans, pharmaceutical sales organizations, technology firms, online faculty, home health, and hospice. She is highly experienced in the areas of Care Management, Disease Management, quality improvement, medical record review, strategic operations including start-up expertise, governance, team building, and facilitation. Her consulting experience includes market research, policy & procedure development, time & work analysis, medical record auditing, case management curriculum design, care management design & implementation, and PCMH survey readiness. She enjoys working with primary care providers to improve work flow and overall efficiency. Her recent efforts have been directed at the PCMH Model of care and assisting health centers with OSV survey preparation.

Bonni is a NCQA PCMH Certified Content Expert (PCMH-CCE) and a contracted PCMH reviewer for NCQA.

Erin Varela

Erin Varela, MHS, OTR/L, PCMH-CCE, brings over 13 years of experience in healthcare to QFHC.  Mrs. Varela received her Master’s degree in occupational therapy from the University of Florida in 2001.  She has primarily worked in skilled nursing facilities and continuing care retirement communities providing direct patient care as well as managing large therapy departments.  Mrs. Varela has served as a consultant to retirement communities, offering expert advice in home modifications for falls prevention.  As an occupational therapist, Mrs. Varela has advanced knowledge of American Disabilities Act (ADA) guidelines for creating a medical office space that accommodates persons with disabilities as well as optimal patient flow maximizing patient-centered team based care. 

Erin is a NCQA PCMH Certified Content Expert (PCMH-CCE) and a contracted reviewer for NCQA.

Valerie Butt

Valerie Butt, CPA, brings over 22 years of experience in finance for the healthcare community, specializing in Federally Qualified Health Centers. With a BS/BA in Accounting from Old Dominion University, Norfolk, VA, she is an experienced healthcare executive and CPA.

Ms Butt has held positions in hospitals, multi-specialty primary care practice, surgical practice and home health. As a former CFO Ms Butt has the ability to provide all financial management aspects of Bureau of Primary Care Section 330 Grantees including program requirements / compliance, internal & external reporting, cash flow management, financial analysis, systems implementation, internal controls, billing & collections, accounts receivable, and grants management. Valerie's consulting experience includes program assessment, Financial Recovery Plans, mentoring, and training.

Valerie has provided training and speaking engagements for numerous PCAs including IL Primary Health Care Assoc., VA Community Healthcare Assoc., Mid Atlantic Assoc. of Community Health Centers, and the Bureau of Primary Care. The founding CFO at Hampton Roads Community Health Center, Ms. Butt is also a former Treasurer of the Community Care Network of VA.
